Overview of the Programme
In partnership with the United Nations Development Programme (UNDP), the School of Policy and Governance (SPG) organized a landmark program, “Accelerating the Just Transition of MSMEs: Capacity Development of Policymakers,” hosted at the Indian Institute of Management Lucknow (IIML) from February 28 to March 1, 2024. This initiative aimed to empower policymakers from nine Indian states to drive the sustainable transformation of Micro, Small, and Medium-Sized Enterprises (MSMEs) across the country.
The Importance of a Just Transition
India’s pledge to achieve net zero emissions by 2070 demands a shift towards a low-carbon, sustainable economy. A just transition ensures that this shift is equitable, benefiting all stakeholders, including businesses, workers, and local communities. Given MSMEs’ critical role in India’s economy, it is vital to enable their active participation in this transition, fostering inclusive growth and reducing inequality.
Objectives of the Programme
The program was designed to:
- Equip policymakers with the knowledge and skills to understand the principles of a just transition.
- Raise awareness of the challenges and opportunities MSMEs face in adopting sustainable business models.
- Promote collaboration among policymakers, experts, and stakeholders to enhance the involvement of women and youth in MSME development.
- Encourage policymakers to advocate for sustainability and inclusivity within their jurisdictions.
Day 1: February 28, 2024 – Session Summary
Dr. Aman Malik
Programme Lead, The Council on Energy, Environment, and Water (CEEW)
Dr. Malik led the context-building sessions, which laid the groundwork for the rest of the program. His sessions focused on providing a broad understanding of key issues surrounding energy, environment, and climate, helping participants grasp the foundational concepts that would be expanded upon in later sessions.
Shri Ashutosh Makup
Director, National Productivity Council, Ministry of Commerce & Industry, Government of India
Shri Makup delivered an engaging keynote session that concentrated on the various government schemes and benefits available to MSMEs (Micro, Small, and Medium Enterprises).
Day 2: February 29, 2024 – Session Summary
Prof. Kshitij Awasthi & Prof. Priyanshu Gupta
Academic Experts, IIM Lucknow
Professors Awasthi and Gupta facilitated interactive sessions that examined the historical evolution and challenges faced by MSMEs in embracing a Just Transition. Through real-world case studies, they illustrated best practices and obstacles MSMEs encounter when transitioning to more sustainable business models. These sessions provided participants with practical insights into how MSMEs can adapt to changing environmental and social expectations while maintaining economic viability.
Dr. Mohsen Gul
Senior Consultant, UNDP, Cambridge
Dr. Gul led a significant session focused on enabling a Just Transition for women and youth-led MSMEs. He highlighted the importance of creating inclusive opportunities and frameworks that support these vulnerable groups in adopting sustainable business practices.
Day 3: March 1, 2024 – Session Summary
Shri Alok Ranjan
Former Chief Secretary, Uttar Pradesh
Shri Alok Ranjan conducted a highly interactive session that focused on the gender and equity challenges faced by MSMEs, especially those led by women and youth. His session set the tone for the day by addressing critical issues around inclusion, equity, and the systemic hurdles that need to be overcome to ensure a more equitable transition for MSMEs.

The panel provided a platform for in-depth engagement on the challenges related to equity, access to funds, and policy interventions within the MSME sector.
Fields of View – Game-Based Session
This fun, interactive session was facilitated by Fields of View and involved a simulation game that replicated a scenario requiring collaboration and consensus-building during policy formation. The game sparked animated discussions among participants, focusing on how these decisions affect the state of affairs, the economy, and government stability
